BTF, I think the best system to learn Mandarin is Chairman's Bao. All different levels. It costs about $80 per year, but they have specials all the time. On your PC or phone.
Then, on your phone, download Pleco Dictionary. Spend about $80 getting a selection of add-ons. It has flashcards, you can write characters on your phone screen, OCR, etc. It does not have a desktop version.
